The Helicopter Landing Officer (HLO) is responsible for the day-to-day management of the helideck, associated helideck operations and supervision of the Helicopter Deck Assistants (HDA). This person leads the initial response to a helicopter emergency on an offshore installation or vessel and the HDA helideck emergency response team during the emergency. The course provides the delegate with a range of knowledge and skills relevant to helicopter operations and working on an offshore helideck. This NOGEPA certificate is only accepted in the Dutch continental shelf of the North Sea.
The NOGEPA 1.1 HLO is intended for persons designated to act as Helicopter Landing Officer at an offshore mining installation.
The delegate shall be in the possession of a valid registration of the:
- Basic or Refresher Course ‘Member Firefighting and Rescue Team’ (NOGEPA 2.6a/b) in case refuelling activities take place on the installation.
- In case there is no refuelling operation on the installation, the Basic or Refresher Course ‘Firefighting Helicopters’ (2.9a/b) is sufficient
- or an OPITO equivalent certification.
Persons enrolling on this course must be able to show a valid offshore medical certificate prior to participating in practical exercises.
The certificate is valid for 2 years.
